Martin became Chair of Radius Housing Association in February 2021. He joined the Board of Radius in September 2019 and Chaired the Finance, HR and ICT Committee and represented the Audit and Risk Committee. 

He is a Chartered Accountant who worked as an audit partner for Price Waterhouse Coopers until his retirement in 2018. With over thirty years of experience providing assurance services to a range of clients, Martin specialised in the charity and public sector and worked extensively in the Housing sector. He was involved in the development of the Housing Sector accounts with NIFHA and is a specialist in governance and risk management. Martin has worked extensively across the sector and is familiar with the issues facing Social Housing.

Martin is currently Chair of the Northern Ireland Audit Office Advisory Board and sits on the Board of a range of charities providing financial expertise and advice. Martin brings a wide financial skill set to the Board including experience of working with a range of regulators, including the financial services regulator, ensuring the highest standards of service are maintained by the organisations in which he is involved.

Lorraine Campbell BA (Hons), DIPL, PGIDp has spent her entire career with the Northern Ireland Housing Executive, where she was Regional Manager with responsibility for the management, maintenance and improvement of over 36,000 homes.

Throughout her career, Lorraine has championed customer service and tenant participation. As District Manager, she set up the Housing Executive's first customer panel with her office becoming one of the first to achieve Charter Mark.

As Assistant Director, she developed a strategy which delivered Charter Mark and later Customer Service Excellence accreditation for all local offices.

She was a member of the team which used the EFQM excellence model to deliver business improvement, resulting in the Housing Executive achieving the UK Excellence Award.

Lorraine is the Chair of Supporting Communities Northern Ireland. She also mentors for the Tomorrow's Leaders programme and participates in Business in the Community's Time to Read scheme.

A graduate of the Faculty of Law at The Queen’s University of Belfast, Melanie English LLB, CPLS was admitted as a solicitor of the Supreme Court of Judicature of Northern Ireland in 1998 and now operates her own legal practice, Moore McKay English Solicitors, based in Newtownards.

Melanie has extensive experience advising private clients, local authorities, statutory bodies and individuals with public law functions on all aspects of property law.

Melanie joined the Board in 2012 and serves on the Radius Housing Audit and Risk Committee, and the Development Committee.

Ciaran Doherty BSc (Hons), MSc, MRICS joined the Radius Board in 2018. He has been at the forefront of providing successful programme, project, cost & construction management services on construction projects (from inception to completion) for almost 20 years, experienced in construction procurement across a range of sectors including public, private and PPP both client side and contracting.

Ciarán has an MSc in Construction & Project Management, a BSc (Hons) Quantity Surveying, is a NICS Gateway Reviewer, a Managing Successful Programmes (MSP) Registered Practitioner, is PRINCE 2 accredited and used to be a Code for Sustainable Homes Assessor. He is also a Member of the Royal Institution of Chartered Surveyors (MRICS).

Ciarán’s specialisms include Programme Management, Project Management, Cost Management & Construction Management and he has provided various professional services on some key projects delivered in Ireland over the past 20 years including:

• Regeneration of Derry~Londonderry including the Peace Bridge and the former Ebrington Barricks
• Windsor Park, Belfast - New National Stadium
• Phase 1, Titanic Quarter, Belfast

Peter FCCA CTA joined Radius in 2016 as the Independent Member on the Board of Radius Homes Limited, and in 2019 joined the Board of Radius Housing Association.

Peter was formerly a Tax Director with PricewaterhouseCoopers, formerly Coopers & Lybrand, acting for private companies, charities, public sector bodies and high net-worth individuals. He developed and led their Northern Ireland team for employee taxation management in the private and public sectors, and across borders, and employee incentive arrangements.He was latterly an independent consultant specialising in complex business and employment tax issues.

Peter is a past-President of the Association of Chartered Certified Accountants in Ireland and past-Chair of the Chartered Institute of Taxation in Northern Ireland. He also performs charitable work for TaxAid and Tax Help for Older People.

Helen Walker BSc, DIPL, MSc, PGDIP has had a varied career in the Housing Executive, mainly in headquarters, and has managed “change projects” as an Assistant Director in Housing Policy and Services. Helen held the post of Acting Director of the Housing and Regeneration division for six months.

Some of the key highlights of her career are the development of the first IT strategy for the organisation, the refocusing of the housing benefit service, the implementation of rate relief and lone pensioner allowance for tenants and the development of new business models, as part of the modernising services project.

Helen joined the Board in 2019 and is on the Communities and Assets Committee.

MRICS, DIPL PM (RICS) rtd is a retired chartered surveyor who joined the Board of Fold in 2008 and continues to be an independent Board Member of Radius Housing.

Previously, Des was Director of Estate Policy with the Health Department NI. He was responsible for all aspects of the management and standards of the built estate in the Health and Social Care Services Sector.

Des is currently an independent member of the Development Committee, Care and Support Committee, Communities & Assets Committee, Tealstone Developments and Radius Homes Board.

Iain Lees FCA is an independent Board member for Radius Housing. Iain is Managing Director at HCA Corporate Finance Ltd. 

Prior to this he worked as Corporate Finance Director at PWC for 15 years and 10 years with Deloitte.

John Taggart MRICS, RICS accredited Mediator joined the Radius Board in 2020. As Senior Partner of one of the larger Quantity Surveying Practices in Northern Ireland for over 25 years he provided Project Management and Cost Consultancy services on a number of major commercial and industrial projects across the UK and Ireland. 

Over the past eight years he has formed a new practice specialising in Expert Witness Work for the Commercial Court and has acted on over 200 commercial disputes. 

He has extensive experience of both private and public sector construction related disputes including major cases and he also continues to act as a Project Manager on significant projects.

Upon qualifying as an accountant Stephen worked for two major consultancy firms before joining the NI Construction Service as Head of Finance. Subsequently he lead a major project to procure broadband services across a range of public agencies. Upon completion of this project Stephen worked as head of business services in a newly created agri-science institute. For the last ten years until retirement in 2019 he was an inspector of criminal justice within the DoJ.

A keen golfer and gardener Stephen also provides risk management and governance advice to a newly formed company delivering facilities management in the movie industry.

Stephen joined the Radius Board in July 2021 and is also on the Audit & Risk and Communities & Assets Committees.

David is an ex-Consulting Partner in PwC and now runs his own business, specialising in strategic advice and consulting support for innovative start-up and high-growth businesses. He is passionate about the NI economy and helping with the growth of the green tech, bio tech and digital sectors in NI.

David joined the Radius Board in July 2021 and is also on the Finance, HR, ICT, Corporate Services (FHICS) Committee and the Care and Support Committee.

He is a Management Consultant and was a consulting partner in PricewaterhouseCoopers for many years until mid-2021. During a thirty-year career in consulting, David has advised organisations across a range of sectors including regional and central government, development agencies, utilities, manufacturing and financial services. His work involved helping them to deliver strategy and major goals, including business transformation, through a mix of new operating models, business processes and digital technologies.

He is very experienced in project management, risk management, customer service, human-centric change and regulatory compliance. David now works with innovative start-up and high-growth businesses in NI, linking in with Queen’s University and Catalyst, to advise and support them in realising growth of their technology-based companies and delivering employment and economic benefits within NI.

Niall Quinn BSc (Hons), MSc, FCA joined the Radius Board in June 2022. Niall has over 28 years’ experience in accountancy, consulting, banking and entrepreneurship. Niall commenced his career with PricewaterhouseCoopers spending 7 years there where he qualified as a Chartered Accountant and specialised in Corporate Finance advising on a range of transactions including acquisitions, disposals, and large scale Public Private Partnerships. 

Niall then spent over 11 years at Barclays Bank PLC where he was Head of Structured Finance in Ireland, providing funding for some of the largest infrastructure projects undertaken on the Island including projects such as the New Acute Hospital in Enniskillen, the East West Interconnector between Ireland and Wales and the National Convention Centre in Dublin.

Following Barclays in 2014 Niall set up a consumer finance business to provide ethical finance to individual suffering from poor credit securing a lending licence from the Financial Conduct Authority in London. Niall successfully sold his stake in that Business in 2017 and has for the last four years been CFO/COO of a medical device business based in Belfast which he has helped build up from start-up.

Niall brings a wealth of assurance, commercial, financial, and business planning experience to the Board and is also on the Audit and Risk Committees.

Jaclyn is an experienced Civil Servant and has worked in a variety of policy, regulatory and operational roles across the Northern Ireland Civil Service and is currently the Secretary to the Muckamore Abbey Hospital Public Inquiry.

Prior to this, Jaclyn has gained over 10 years’ experience working in the Department for Communities Housing Division, of which five of these were spent working in Housing Regulation Branch where she led on the development of the 2017 Regulatory Framework.

Jaclyn joined the Radius Board in March 2023 and is also on the Audit & Risk Committee.

Linda Kelly (RN, MSc, PGDip, BSC (Hons)) is the Chief Executive of Northern Ireland Practice and Education Council for Nurses and Midwives (NIPEC). Previously Linda was Interim Chief Nursing Officer, for the Department of Health, NI. Linda has been registered as a nurse since 1990 and over the course of her career has completed her BSC (Hons) in Nursing and MSc in Public Health and has worked extensively, developing her career across a wide variety of acute and community nursing posts in Northern Ireland.

Linda has a long spanning career with a background in District Nursing, Care Management and Governance Lead posts. In 2011 Linda took up post as Assistant Director of Nursing: Safe and Effective Care, in the South Eastern Health and Social Care Trust which she held for 9 years.

She progressed her interest in continuous improvement through completion of the Institute of Health Improvement (IHI) Advisor Programme in 2016. In 2019 she graduated with a Post Graduate Diploma in Healthcare Management from London South Bank University following completion of the Aspiring Nurse Director Programme, before taking up a secondment to the Department of Health as Deputy Chief Nursing Officer in March 2020.

Linda joined the Board in December 2023 and is on the Customer Experience Committee.

Bobby McConnell (BA BSc Hons) is our elected Tenant Representative on the Radius Board of Management. He joined the Board in March 2024 and will sit on the Customer Experience Committee.

Bobby has developed local community education programmes and managed projects throughout Northern Ireland and the North of England. The correlation between Education, Health and Housing has always been of interest to Bobby. He currently participates in several tenant engagement panels and represents Radius on the Department for Communities Housing Policy Panel.

Bobby has a BA (Health and Education) and BSc Hons in Psychology. He also has a Post Graduate Certificate in Guidance and Counselling and Further Adult Education Teaching Certificates. 

Julia Gavin is our elected Independent Tenant Representative on the Radius Foundation Board, having joined the Board in June 2024.

Julia worked in retail for over 20 years within a customer focused role managing a number of retail stores in England and becoming an Area Manager for The Body Shop. Julia moved to Northern Ireland in 2007 and has been a tenant since 2013. Julia joined the Radius Tenant Engagement Register of Interest firstly as a Reader Member before becoming move involved during the pandemic.

Julia serves on the Tenant Executive Committee, Area Panel Meetings and participates in a number of Service Improvement Groups. Julia was instrumental in shaping the Radius Tenant Engagement Strategy 2022-25 and helped Radius receive the Tenant Participation Accreditation Standard in Gold. 

Now retired, Julia enjoys spending time with her grandchildren and pursuing her life interests.

John McLean is Chief Executive of Radius, having previously been appointed Chief Executive of Fold Housing Association in 2005. John sits on the Boards of the Northern Ireland Federation of Housing Associations (NIFHA) and the European Federation of Living (EFL). 

Up until 2019 John had also been the Chief Executive of Fold Ireland, an approved housing body in the Republic of Ireland. In 2016 he was awarded an OBE for his services to housing and the local community. 

Prior to joining Fold, John held director posts with Northern Ireland Electricity, the Tyco Group and Rotary International. 

He is a chartered engineer and has worked throughout the UK and Overseas in the Electricity, Oil and Gas and Manufacturing Sectors.

Anita Conway joined Radius (formerly Fold) in 2011. Prior to this Anita worked in the private construction sector as Commercial Director working throughout Europe. Anita has extensive experience in residential, hospitality and commercial property development. 

Before working in the private sector Anita gained over fifteen years’ experience working in several Housing Associations within the property development and housing management field.

Anita has a MSc in Property Development and Investment from UUJ and a BA(Hons) in Housing from Hallam University, Sheffield.

Martin joined Radius in January 2025, with over 25 years of experience in the Facilities Management sector. Martin has worked across key sectors such as blue light services, education, healthcare, legal, and professional services.

He has held senior and operational board roles in multinational organisations, demonstrating a strong track record in delivering best-in-class services across both public and private sectors.

Martin is an active member of the Institute of Workplace and Facilities Management and the Institute of Directors (IoD) and brings a wealth of experience and strategic insight that will be an invaluable asset to Radius Housing as the organisation continues to grow and evolve.

Fiona joined Radius (formerly Fold) in September 2010 with over 20 years’ experience in managing and developing services for all client groups. For the past 15 years, Fiona's primary focus has been older people and people with dementia. 

Prior to joining Fiona worked for the South Eastern Trust where she managed statutory residential care, day care, domiciliary care and hospital social work. Fiona was part of the South Eastern Trust's review team for the modernisation of residential and domiciliary care.

Sharon joined Radius Housing as Director of HR and Corporate Services in November 2023.

Sharon was previously Group Operations and People Director at the Greenview Group, a local major contractor whose clients include the Northern Ireland Housing Executive and several local housing associations.

Prior to this Sharon served as Head of HR at Ofcom and was based in London. This followed appointments with the GB based Cambian Care Group and the British Airports Authority.

Alan joined Radius Housing as Director of Finance & ICT in March 2019.

Alan qualified as an accountant in 1997 in his native Scotland and is a member of The Institute of Chartered Accountants of Scotland. Training with Johnston Carmichael in the North East of Scotland and dealing with a diverse portfolio of clients, he moved to Northern Ireland to take up a role with Goldblatt McGuigan.

Following this he worked for almost two decades in various finance roles within Ballyvesey Holdings, one of Northern Ireland’s largest companies.

Loma joined Radius in December 2020 with over 20 years’ experience in delivering housing management services. Loma is passionate about delivering high quality services for the residents, partners and communities in which we serve.

Prior to joining Loma worked for the Northern Ireland Housing Executive where she was responsible for the management and delivery of a comprehensive housing and homeless service in South Down.

Loma has vast experience in successfully implementing business change and was a key member of the Housing Executive’s Transformation programme which modernised frontline services. Loma has a MSc in Tourism Management and a Pg Dip in Housing.
